
Modernizing Dust Management for Arsenic-Impacted Florida Golf Course Redevelopment in Florida

Challenge:
Redevelopment of a former golf course in Naples, Florida, required managing potential dust emissions from areas with arsenic-impacted soils. With residential neighborhoods surrounding much of the site, the project team sought a proactive approach to provide real-time visibility into site conditions and enable rapid response when dust controls were needed. Traditional monitoring methods required frequent site visits and manual data review, creating logistical challenges for a long-duration project located several hours from Langan's Tampa office. The team needed a remote monitoring solution that would provide continuous data, improve decision-making, and reduce unnecessary mobilizations while maintaining effective oversight of evolving construction activities.
Solution:
Langan deployed an autonomous air quality network to remotely monitor PM10 (dust) and meteorological data. The innovative monitoring system provided continuous, real-time visibility into site dust conditions throughout construction, allowing the project team to proactively coordinate dust-control measures with the contractor. The system reduced data gaps, minimized routine site visits, and improved oversight of a large-scale earthwork program from a remote office location. This project demonstrates how remote monitoring technologies can improve efficiency, reduce costs, and effectively manage community concerns during redevelopment projects.

He has presented at conferences, collaborated with regulatory agencies, and conducted site visits in more than 40 countries. Paul currently serves as Chair of the Air Measurement Technologies and Instrumentation Technical Coordinating Committee at the Air & Waste Management Association (A&WMA), a global organization based in Pittsburgh, USA. He is an active contributor to the Clean Air Society of Australia and New Zealand (CASANZ). Kaitlyn Longueil – Senior Staff Engineer at Langan Engineering & Environmental Services Kaitlyn is an environmental and remediation engineer based in the Greater Tampa Bay Area, serving as a Senior Staff Engineer at Langan. She has more than ten years of experience in environmental restoration. As a Senior Staff Engineer, she focuses on site remediation, Phase I & II Environmental Site Assessments, and field investigations. Kaitlyn holds a bachelor’s degree in environmental engineering from Florida Atlantic University.

Vincent Levin is a Staff Geologist at Langan Engineering & Environmental Services in Tampa, specializing in environmental assessment, remediation, and redevelopment. He has expertise in air monitoring, large environmental datasets, and oversight of contaminated sites. Vincent manages projects from due diligence and site assessment through construction, soil management, and health and safety measures. He holds a bachelor’s degree in geology from the University of South Florida and is experienced in advancing sites from investigation to successful redevelopment.
